9.4.2 Operational Description
9.4.2(a) General
Under no circumstances will the introduction or cancellation of priority facilities
override the normal minimum green period, intergreen periods (including pedestrian
blackout periods) or any enforced stage sequences specified for safety or other
reasons. A priority demand will result in each phase in such a sequence running for its
minimum period.
The priority extension priority maximum running period and priority change facilities
will be provided for emergency vehicles. Inhibit and compensation periods are not
required for emergency vehicle priorities.
The duration of the priority extension and priority maximum periods at the bus priority
level, may not necessarily be of the same duration as those specified for the emergency
vehicle priority level.
The range of priority facilities specified for a given signal phase at a particular priority
level, need not be duplicated at the other priority level, nor need priority demands and
priority extensions at one level apply to the same phase.
An operation of the priority vehicle detection equipment whilst the priority phase does
not have right of way will, in addition to registering as priority demand, register as a
normal demand. If the phase is normally called by a call/cancel unit, a latching demand
may still be registered.
Provision is made for the full range of priority facilities for buses, but the inclusion of
certain facilities is optional and some facilities are interdependent.
The minimum facilities for buses are priority extension and priority maximum running
period.
Priority change may be added. An on/off control may be specified to include or
exclude this facility.
An inhibit period may be added.
Compensation period(s) for phases curtailed or omitted may be added.
Priority facilities for emergency vehicles and for buses will only need to be provided on
a maximum of two phases for each priority level at a junction. The priority phases for
emergency vehicles need not be the same as the priority phases for buses.
